Officer Team

Warren H. Winter

Warren, President, co-founded EPIS after 26 years of experience at Portland General Electric (PGE), where he was Manager of Resource Planning, Power Cost Forecasting and Demand Forecasting.  One of his responsibilities was the analytical support for the newly formed trading floor (the first for an electric utility).  Earlier responsibilities included Manager of Engineering Systems, Manager of Financial Planning, and Director of Corporate Development and Manager of Revenue Requirements.  Warren directed the development of the AURORA electric market model for EPIS, Inc.   Education: BS in Electrical Engineering.

Lee A. Barney

Lee, Vice President, joined EPIS with 24 years of experience in the energy business at Portland General Electric, Enron and ConneXt.  At EPIS, Lee is focused on marketing, and planning.  At ConneXt, a software development company for the energy industry, he was product manager for products targeted to energy service providers.  At Enron, Lee managed Customer Choice, a trial program in Oregon to foster a deregulated market.  For seven years, he was the Least Cost Planning Manager for PGE.  He managed public processes, and was responsible for pulling together the Corporation’s Integrated Resource Plan.  In this role, he was involved in forecasting and resource planning, renewable-resource planning, Corporate Financial Modeling and, for five years, managed the application of information technology to business problems.   Education: BA in Economics, MBA.

Peter J. Swartz

Pete, Vice President, joins EPIS with over 20 years of experience in power system modeling and analysis.  From 1982 to 2001 he was a Senior Analyst at the Northwest Power Planning Council.  He was the principal author of the Council’s power system planning and decision analysis models, and the lead analyst in application of these tools to issues concerning resource economics and reliability in the Northwest power system.  Prior to the Power Council, Pete spent several years at Portland General Electric, first as a financial analyst and then as resource planning analyst in PGE’s Corporate Planning department.  Before joining PGE, he was on the faculty at Oregon State University, where he taught management science and statistics in the School of Business.  Education: MBA and a BS in mechanical engineering, with additional graduate work in operations research.

John Scott

John, Vice President, came to EPIS with more than 20 years of experience in power system planning and forecasting. John was a transmission planner at FPL from 1986 to 1992, and was the chairman of the Transmission Planning Task Force for the Florida Electric Coordinating Group (now the FRCC) in 1991 and 1992. John then worked in generation planning at FPL, where he was responsible for generating system enhancement analyses, fuel cost recovery and DSM cost effectiveness. In 1999 he joined FPL Energy as the manager of Fundamental Forecasting. His responsibilities for FPLE included forecasting North American electric prices and providing asset valuations for investment decisions. Prior to joining EPIS John was as an independent consultant, during which time he provided services to several national companies and was hired to provide expert testimony in a major IPP bankruptcy case in the State of New York. John is a licensed Professional Engineer in the State of Florida. Education: John has a BS in electrical engineering and is pursuing an MBA.
